Upper Karabagh Economic Region covers Agdam, Tartar, Khojavand, Shusha, Jabrayil, Fuzuli regios, city of Khankendi. Khojavand, Khojaly, Shusha and Jabrayil region are fully and Agdam and Fuzuli are partially under the occupation of the Armenian Army. The implementation of measures in this economic region for development of unoccupied territories of Agdam and Fuzuli regions and Tartar region is considered under the State Program. These three regions cover the area of 1482 km2 and have population of 211.8 thousand people. Main natural resources of the region are polymetallic ore (Mehmana field), oil, natural gas, various construction materials (marble, cement raw material, construction stone). The wood resources in the forests are enough to satisfy the need of local wood processing enterprises.
Agriculture is the main part of the economy of Upper Karabagh Economic Region. Main sectors of the agriculture are vine-growing, grain-growing, fruit-growing, cotton-growing and tobacco-growing. Also fruit, potato, water-melon vegetable products are grown in the region. There are large mulberry gardens for silkworm breeder. This Economic Region is famous for its vine-making.
In the Economic Region developed type of cattle-breeding is cattle for slaughter-diary products, but in highlands cattle is for slaughter-wool products.
The industry of the region is based on processing of the agricultural raw materials. Wine-making, production of canned products, processing of other agricultural products is the main sector of the food industry.
The mineral springs (Tushsu, Shyrlan), climate-balneal conditions, forests of the Upper Karabagh Economic Region can be used for treatment and recreational purposes. A Special program on socio-economic development of the territories, which currently are under Armenian occupation will be developed and implemented, when these territories will be returned to Azerbaijan.
